Three operators can switch to the network in two directions
The pilot project of carrying numbers to network in Hubei will realize "two-way network transfer", that is, mobile users of China Telecom and China Unicom, as well as other mobile users of China Mobile except TD special number segment 157, 188 and virtual number segment 170 can carry numbers to network with each other. This means that 45 million mobile phone users across the province will have more choices in the choice of operators.
In 2013, the Ministry of Industry and Information Technology included Hubei, Jiangxi and Yunnan provinces in the number carrying test. It is worth noting that the test provides mobile phone numbers whose carrying range is limited to the same local network. For example, users in Wuhan can only carry mobile phone numbers between Wuhan Telecom, Wuhan Mobile and Wuhan Unicom.

According to the provincial communication administration, the following conditions must be met when transferring the number to the network: the mobile phone number of the applicant is registered with real identity information; The number is still in normal use (non loss reporting, shutdown, etc.); The applicant must settle all the previous tariff bills before transferring to the Internet; If the applicant has signed an agreement with the current telecom operator on the restriction of the agreed period of time on the network, the applicant shall cancel the restriction of the agreed period of time on the network with the current telecom operator in advance; If the transfer of the number to the network may affect the use of the number payment or tariff package associated with the number, the applicant shall handle relevant business changes with the current operator in advance.
The operator said that if the user still has phone charges left, these phone charges cannot be transferred to the network with them, and they must first go to the current operator for a refund. After the application is successful, the points, discounts, and credits enjoyed by the original operator will no longer be available.
How to apply for going to the business hall of the transferee
From tomorrow, if mobile phone users across the province need to transfer their numbers to the network, they can apply to the business office of the brought in telecom operators with valid ID cards and mobile phone identification cards (SIM cards) corresponding to their numbers.
If the agent is appointed, the agent shall hold the valid identity certificates of the applicant and the agent at the same time; When applying, the unit user shall hold the valid certificate of the unit, the valid identity certificate of the operator and the power of attorney at the same time.
From tomorrow, the official websites of the three major operators, customer service hotlines, business halls and other channels will publish the relevant notices of the number carrying network transfer, and the operator's own business hall will be open to handle the number carrying network transfer business. However, whether the cooperative business office of the operator provides this service requires users to consult their customer service hotline.
The reporter learned that the general process is: the user can carry valid identity certificates and SIM cards to apply for transfer in to the carrier, the carrier system will send a notice to the carrier, and after 5-8 minutes of confirmation, the carrier will sign a network access agreement with the applicant. Later, the carrier will issue a new SIM card free of charge, but the new card cannot be installed and used until 3 am the next day. Before that, users can still use the carrier's network calls.
In addition, the user can cancel the application within the working hours of the application day, and the interval between two times of transferring the number to the network with the number is at least 120 days. If the application fails, the user can first consult or complain to the relevant operator. Reminder: Pay attention to the problem of SMS receiving when transferring to the network
Previously, after Tianjin, Hainan and other places tried to transfer their numbers to the Internet, some users who transferred to the Internet could not receive notification messages sent by banks, securities and other third parties. The industry said that the reason why the transferred users could not receive SMS messages was that the third party could not know the situation even though the users switched to the network, so they could not adjust in time.
Yesterday, people concerned with Alipay said that users need not modify their Alipay account to bind mobile phones after they transfer their numbers to the Internet. If the user finds that the notification message cannot be received, he can directly call the Alipay customer service hotline 95188. After explaining the situation, the customer service will help update the operator's information.
The customer service staff of China Merchants Bank responded that it may not be possible to receive SMS messages normally at the initial stage of carrying the number to the network, but it will definitely return to normal later. If the customer is unable to receive the SMS or verification code after transferring to the internet, he can call the customer service hotline 95555 of China Merchants Bank and request the online banking team to assist in solving the problem after transferring to manual service.
